The Vice Presidency for Administrative and Financial Affairs is a key pillar in the university’s governance structure, responsible for effectively supporting educational, research and cultural activities. This office oversees the planning, allocation, and management of human, financial, and physical resources, and plays a vital role in enhancing efficiency, transparency, and the university’s sustainable development. It follows these goals:

  • Managing all university financial affairs in full compliance with applicable regulations and legal frameworks.
  • Collecting and receiving all general and designated revenues of the university.
  • Preparing and maintaining required financial records, including documentation related to receipts, payments, budgetary allocations, commitments, and credit obligations, as well as keeping official credit ledgers and submitting necessary reports to competent authorities.
  • Reviewing payroll and employee benefit documents and systems to ensure conformity with applicable regulations and statutory requirements.
  • Collaborating in the preparation and formulation of both the current (operational) and development (capital) budgets of the university.
  • Supervising the proper maintenance and organization of all financial documents and records.
  • Monitoring the appropriate and lawful use of allocated funds both prior to and following disbursement through rigorous review and oversight.
  • Exercising supervision over the preservation, recording, and management of university assets, while ensuring strict adherence to laws, regulations, and directives governing state-owned property, including proper utilization and accountability.
  • Preparing and submitting periodic financial performance reports, as well as other mandatory reports, to relevant supervisory and regulatory bodies.
  • Developing work plans for subordinate units and overseeing their implementation, including monitoring, evaluation, and performance control.
  • Carrying out any other duties assigned by the immediate superior authority.
