The Vice Presidency for Cultural and Social Affairs promotes Islamic values and enhances cultural and social competencies within the university. It supports the institution’s mission of balanced spiritual and material development alongside academic activities. At University of Birjand, this office fosters cultural and social growth for students, faculty, and staff, with students playing a leading role. It also oversees student welfare services, facilitates education and research, and supports student activities through effective resource management. The department follows these overreaching goals:

In alignment with the broader cultural and social goals of Iranian universities, this s directs its efforts toward establishing a suitable framework to meet the cultural, religious, and social needs of esteemed students, distinguished faculty members, and dedicated staff. It strives to carry out its activities in accordance with the imperative of advancing scientific, cultural, social, and religious development within the academic environment.
