University of Birjand Chancellor and Afghan Consul General Discuss Expansion of International Cooperation
Birjand, Iran — In a significant step toward strengthening academic diplomacy, Dr. Ahmad Khamsan, Chancellor of the University of Birjand, met with Mr. Nour Mohammad Mutawakkil, Consul General of Afghanistan in Mashhad, to explore new avenues for bilateral scientific and educational collaboration.
The meeting, hosted by the University of Birjand at the Amiriyeh Cultural and Welfare Complex, focused on enhancing academic interactions, facilitating consular services for international students, and leveraging the scientific capacities of both sides to advance regional knowledge development.
Key Points from the Meeting
Dr. Khamsan highlighted the University of Birjand’s nearly 50-year history of academic excellence and its prominent role in eastern Iran. He provided an overview of the university’s existing collaborations with Afghan scientific institutions and its current cohort of Afghan international students. He reaffirmed the university’s full readiness to expand scientific partnerships with Afghan academic institutions, utilizing its strong research and educational infrastructure.
Mr. Mutawakkil expressed appreciation for the University of Birjand’s warm hospitality toward Afghan students and pledged that the Afghan Consulate General would make every effort to streamline administrative processes for students and build stronger bridges between scientific centers in both countries.
Dr. Ebrahimi, Head of the Ministry of Foreign Affairs Representative Office in the province, emphasized the need to better promote the University of Birjand’s potentials to Afghan audiences through diplomatic channels and the consulate in Mashhad.
The Director of International Scientific Collaborations and the Head of Consular Affairs for provincial universities also presented challenges and suggestions from international students. The Afghan Consul General welcomed these points and promised to address obstacles and expedite consular procedures.
Outcome of the Meeting
The constructive meeting, which reflects the deep cultural and scientific ties between the two neighboring countries, concluded with an agreement to continue expert-level sessions for the implementation of the discussed understandings.
